India-Japan Submarine Deal Delayed ?

New Delhi, Sept 14: India and Japans Relations are at the highest peaks because of the personal freindship between two leaders. However, there are some challenges India face in convincing the Asian country to transfer some of the crucial technologies to India. The Japan Government has currently played safe in investing a lesser risk project of High-Speed Train.

Recently India is in Negotiating with the Japan for its cooperation on its plans for six diesel submarines to add to the underwater fleet. Currently, the estimated cost of the project is Rs. 50,000 crore rupees. The two governments held their first round of talks on overall defense technology cooperation last week but the discussion results were not in line with expectations.

# Hurdles for the Submarine deal:

The submarine deal would be done after a lot of deliberations and a lot of time would be spent for negotiations.However, the main agenda of these discussions would be on the cost of the project and Japanese
Sub Marine deals are costly compared to the bullet train.

The two countries have been negotiating a possible sale of ShinMaywa's US-2 amphibious aircraft for years but have so far failed to agree on a price. India couldn't offer a huge price of 12 billion yen ($109 million) per plane price.



# Transfer of Technology:

Currently, Japanese companies Mitsubishi Heavy Industries Ltd. and Kawasaki Heavy Industries Ltd are still worried whether they can manufacture the same quality submarines in India under Make in India given the conditions of the country of not adequate infrastructure
available for testing and manufacturing sub marines and they would be responsible if some parts of the submarine manufactured locally are not up to the standards they have set.

# Submarine design and Security issues

Japan has not yet still fully freed its country in defense exports and it believes that it could be disastrous if it reveals its precious secrets. Currently, India has also changed the design of the submarine which is adaptable for the country's navy and this has made the Japanese companies to make a relook. However, the deal has not been concluded and negotiations are on.
