According to the sources in 2014, when Vijay Goel's NGO asked for land to make a toy bank, DDA had instructed him to fill the required form.

According to reports, the case was cold for a year. But a year later, in June 2015 Vaish Agarwal Education Society wrote another letter to DDA. After which the Director General of the DDA (Institutional Land) took the matter to the notice and asked for immediate action.

The DDA officers working on the files of the Vaish Agarwal Education Society wrote in October 2015 that no such land is available for sanction. The officers wrote in the report that according to the Delhi Master Plan 2021, the user has no basis as the user of the facility, such as the toy bank, less playing center for the deprived children.

"But later DDA, bypassing the objections of its own officials, By changing the layout plan of the allotted land to the NGOs connected to the sports minister, Vijay Goel, in the Narendra Modi government in September 2016.

According to the reports, the then principal Commissioner of the Land Distribution Department of DDA had apologized for considering the proposal "keeping in mind the motive and purpose of the society" in October 2015.

Toy Bank did not come to any category to allot the land, so changing the rules, it was put in the category of "orphan and hair center" and the land was allocated.
