Government faces setback,passes NCBC bill in ammended form

New Delhi, Aug 1: The Government has faced an embarrassment recently. The NDA government yesterday has failed to pass a Constitutional Amendment Bill in Rajyasabha its original form.

The bill was passed without Clause 3 of the bill. The negated clause empowers NCBC powers. The clause was not adopted because the government has voted against the clause because earlier opposition parties amendments to the clause 3 were adopted.

The amendments were adopted by a majority of 75:54.the amendments were related to appointment of women, confining members only to OBC, and strengthening powers of state councils.Finally, the bill was passed in amended form with the required majority of the house.

The bill will now further taken up in Loksabha where the governments will pass an amendment that is the introduction of clause 3. After the bill is passed by the lower house it would once again must be passed by the upper house.

Earlier Arun Jaitley and Minister Gehlot have said that opposition suggestions would be taken while framing the rules but the opposition has pressed for the division of amendments.

Let's hope that government manages opposition parties in the passage of bills so that such embrassments don't occur in future.
