* AAA should give A, A+, A++ ranks and institute must
be in top 75 category issued by NIFR.

* These are exempted from UGC regulations

* Full Autonomy will be given to these institutes

Similar to category 1 but these institutes have to take permission when they tie up with foreign countries.

category 3
AAA must give A grade or should be in top 150 categories by NIFR.
The review will be conducted every six yers by UGC.

category 4
All other institutes will fall under this category these don't have any autonomy.

Finally, experts say that center government must reform
Higher Education by abolishing University Grants Commission UGC
and bring a national policy on higher education.
